NPDES Program

About the Program
The City of Rolling Meadows Stormwater Quality Management Program was established in 2003 in response to the Federal Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) Phase II rule. A key objective of this regulation is the control and reduction of stormwater pollution in urban areas.

Best Management Practices

In accordance with the NPDES Phase II regulations, the City of Rolling Meadows has developed a stormwater quality management plan that is based on a set of Best Management Practices (BMPs) in 6 different categories:
  • Construction Site Stormwater Runoff Control
  • Illicit Discharge Detection And Elimination
  • Pollution Prevention/Good Housekeeping
  • Post-Construction Stormwater Management
  • Public Education And Involvement
  • Public Participation
NPDES Permits For Construction Activities
An NPDES Permit is required as part of the Phase II rule for construction activities such as:
  • Construction of residential, industrial, and commercial buildings
  • Demolition which disturbs 1 acre or more
  • Road building

Accountability & Oversight of Program
In accordance with the Phase II rule, records will be kept on all program activities and included in annual reports. In the State of Illinois, oversight of municipal Phase II programs is provided by the IEPA.
